Believing back to my middle school typing class (done on electric typewriters, not computer systems) I keep in mind questioning why the keyboard wasnt set up in alphabetical order. I understood that the answer was related to the frequency of use of specific letters and also the early restrictions of typewriter keyboard configurations.
